Commissioner Metcalfe is a veteran banker who served as Managing Director of CIBC FirstCaribbean International Bank (Jamaica) Limited and as a Director of CIBC First Caribbean International Bank (Jamaica) Limited. He presently serves as the Chairman of the Bank’s Security Company.
In 2014 he was conferred with the National Honor of Order of Distinction, Officer Class, and in 2019 he was conferred with the National Honor of Order of Distinction, Commander Class, for outstanding contribution to Banking.
In 2018 Mr. Metcalfe was inducted into the St. George’s College Hall of Fame as an influential and internationally recognized corporate banker extraordinaire, committed to community spirit and the well-rounded development of St. George’s College. Earlier in 2013, Mr. Metcalfe received the ‘Monsignor Gladstone Wilson Award’ from the St. George’s College Old Boys Association in recognition for the outstanding contribution to his alma mater, dedicated service to the Old Boys Association and excellence in the field of International Banking and Community Service.
Commissioner Chen is the Chairman of Super Plus Food Stores, CVM Television, Petrojam and the Southern Regional Health Authority. He is a past Chairman of NCB Insurance Company, NCB Cayman, West Indies Trust Company, The Urban Development Corporation, National Land Agency, Land Administration and Management Program, and the National Gallery of Jamaica.
He currently serves as President of the Caribbean Employers' Confederation (CEC), a regional association representing 19 national employers’ organizations, and as a member of the CARICOM Human Resource Development Commission.
Mr. Chen was the Jamaica Observer’s 1998 Business Leader of the Year.
He chairs the Commission’s Human Resource Committee and is a member of the Audit & Risk and Governance & Strategy Committees.
A member of the Institute of Chartered Accountants of Jamaica (ICAJ) since 1987, Miss Vintoria Bernard was elected President of ICAJ on July 27, 2011, at its Forty-Sixth Annual General Meeting. She is a Fellow of the Association of Chartered Certified Accountants (ACCA) and the Institute of Chartered Accountants of Jamaica (ICAJ).
Miss Bernard is a graduate of the University of the West Indies where she completed a B.Sc. (Hons.) in Management Studies. She is an Associate Member of the Association of Certified Fraud Examiners.
Vintoria is the Managing Partner of Vintoria Bernard Chartered Accountants. In practice since 1991, she has a wealth of experience in general management and internal and external auditing. Vintoria worked with PricewaterhouseCoopers for eight years and later widened her range of skills by stints in statutory organisations and the manufacturing and distribution sectors.
Since 1997, Vintoria has actively served on the Institute’s Continuing Professional Development Committee and has chaired the Public Relations & Publications and Taxation Committees. She also provided invaluable support on the Institute of Chartered Accountants of the Caribbean’s (ICAC) Conference 2003 and 2011 Planning Committees. In July 2005 Miss Bernard was elected to the governing Council of the Institute of Chartered Accountants of Jamaica and served as Vice President from August 2009 to July 2011. She served as president of the ICAJ from August 2011 to July 2013 and as Director/Treasurer of the Institute of Chartered Accountant of the Caribbean from June 2013 to June 2015. In June 2015, she was appointed the International Assembly Representative for Jamaica on the Association of Certified Chartered Accountants board.
Miss Bernard is a board member of the Jamaica Money Market Brokers Merchant Bank and sits on its Audit and Credit committees. She also sits on the board of the Public Broadcasting Corporation of Jamaica and chairs its Audit Committee, while contributing as a member of the Finance Committee.
Miss Bernard’s extensive social and community service include – twice Distinguished President of the Kiwanis Club of Eastern St Andrew,
former Board Member of the Temple of Light Church of Religious Science and the Small Business Association of Jamaica and Board Member of Youth Opportunities Unlimited. She is versed in Landmark Education technology. She has been leading Landmark seminars in Jamaica since July 2006, was made a Designated Seminar Leader in April 2009 and was elected to serve on the Central Region Designation team in January 2010. In October 2010 she was chosen to be trained as a Landmark trainer.
Vintoria’s recreational activities include sewing, reading, walking and yoga.
Commissioner Pearson is General Counsel and Corporate Secretary for Jamaica Producers Group Limited. She also serves on the Board of Directors of the Governor General Jamaica Trust, and the St. Mary Education Trust.
She is a former Divisional Director of the Constitutional and Legislative Affairs Division and the Commercial Division of the Attorney General’s Chambers where she led a team of attorneys working with Ministries, Departments and Agencies to fulfil the GOJ’s wide-ranging legislative programme and in providing legal representation in respect of public private partnerships and the divestment of government assets. She has also served as Commissioner on the Board of Commissioners of the Financial Services Commission and as a Director on the Board of the Institute of Jamaica.
Commissioner Pearson was admitted to practice law in 2001 and holds a Master of Laws from University College London, a Bachelor of Laws from the University of the West Indies and a Certificate of Legal Education from Norman Manley Law School.
Madge Ramsay is the Acting Director Policy Review and Development in the Ministry of Finance and the Public Service, where she has been employed in the Taxation Policy Division since 2001. At the Ministry, she has served on many committees representing tax policy matters, including being part of the Secretariat for the Incentives Working Group and the Tax Reform Working Group to advise the Minister of Finance on tax reform.
As a civic minded individual, she has been a member of the Optimist International Caribbean District since 1998 and has risen to the level of Lieutenant Governor. She has also served multiple citizens’ associations.
Ms. Ramsay is the Chairman of the Commission’s Licensing & Registration Committee and a member of the Human Resources, Audit & Risk and Major Projects Committees.
Christopher Reckord is currently Chief Operating Officer of tTech Limited, a company which is listed on the Jamaica Stock Exchange Junior Market. He has over 30 years’ experience in the area of information technology and data communications. He also serves as Council Member of the Jamaica Technology & Digital Alliance; council member of the Private Sector Organisation of Jamaica and Chairman of their Innovation & Digital Transformation committee. Commissioner Reckord is former Chairman of the Board of eLearning Jamaica Company where he served for 11 years.
Anna Young is a Fellow of The Chartered Governance Institute (CGI), UK, the certifying body for Chartered Secretaries/Governance Professionals worldwide. She is a graduate of the University of London with a Bachelor of Law degree. Ms. Young has over 20 year’s practical experience as a Company Secretary in both the public and private sectors. She has served as Group Company Secretary of the Urban Development Corporation and its subsidiaries and affiliated companies where she has gained extensive knowledge in the administration of public sector companies and statutory bodies. She is currently a member of the Executive of the CGI Jamaica Branch.
